New Undergound Injection Rules for In-Situ Pilot Tests & Smaller Cleanups

DEQ's UIC Program has indicated the new rules were approved on April 19, 2012 and will be effective May 1st. They are finalizing new notification and application forms, which will be sent out and posted on the UIC Program's website as soon as possible. The biggest change is the "permitted by rule" category, which requires submitting a mini-application form, is designed to lighten DEQ's backlog and lower costs associated with pilot injection tests and smaller injection efforts. Regarding air sparge wells, they remain permitted by rule (no individual permit required), but the UIC Program will need prior notification for new wells. The notification form is how the UIC Program keeps track of inventory that they are required to report to EPA; this is one of the rule changes needed to comply with federal requirements.
